bitcoin manipulation

Like the title question, do you guys think all this talk of manipulation of bitcoin prices constitutes a scam? People have possibly lost money due to illegal behaviors of others. Seems like a scam to me. It certainly doesn’t help make bitcoin look good to the average person. Agree or disagree?
